The European Commission proposed wide-ranging regulations for artificial intelligence yesterday. The proposal includes a risk-based framework for evaluating technologies and calls for a ban on applications that pose an unacceptable risk (i.e. systems that manipulate human behavior or circumvent free will or systems that allow for “social scoring” by governments).
