China to allow couples to have up to three children

China said it will allow couples to have up to three children, as the world’s most populous nation faces decreasing birth rates. China replaced its decades-long one-child policy in 2016 with a two-child limit, but birth rates have continued to decline. China’s recent census also marked a drop in the working-age population.
